Hello Neighbors:

Since Mayor Fraim was unable to attend the Highland Park Civic League meeting last night, he has agreed to attend a special meeting of the civic league. The meeting has been scheduled for Tuesday, May 26th, at 7:00 p..m., at Immanuel Presbyterian Church, 4700 Colley Avenue. This meeting will be a single topic meeting regarding the zoning and land use changes made to the northwest block of 50th and Killam.

On the evening of 28 April 2009, the Norfolk City Council approved
Ordinance No. 43,422, a resolution which changes the zoning of the
Highland Park block located at Killam and 50th Street from R-8 (Single Family)
zoning to Conditional R-14 (High-Density Multi-Family) zoning. This was
done over the objections of one of the two landowners, the Highland Park
Civic League, the Larchmont-Edgewater Civic League, submitted letter of
protest signed by 150 residents, and against the Norfolk City Planning
Commission's unanimous 5-0 recommendation against such zoning change.
Ordinance No. 43,421 amended the General Plan of Norfolk to reflect this
same protested zoning change.

This petition is intended to create a referendum to overturn this decision.
The Norfolk City Council was fully aware of the objections of the affected
parties, and yet voted in favor of the single developer. If this decision is
allowed to stand, it will permanently alter the character of the
neighborhood, literally block the sun from the seven existing single story
privately owned bungalows adjacent to this proposed structure and block,
potentially effect the ecology, habitat and water life in Colley Bay and this
section of the Lafayette River, add to the significant congestion already on
Colley Avenue and continue the pattern of over-stressing the aging public
infrastructure in this small, quiet and diverse neighborhood.

We are simply asking that Ordinance No. 43,422 and Ordinance No. 43,421 be
repealed and R-8 (single family residential) zoning be restored to the block
of Killam Avenue and 50th Street. We feel that City Council did not listen
to our voices on this matter.

Norfolk City Council is at it again!

NORFOLK

Several local civic activists said they oppose a proposal city officials will likely approve today that would make it more difficult for residents to challenge council decisions.

The resolution, which will be discussed by the City Council at 2:30 p.m. at City Hall, asks the General Assembly to approve an increase in the number of signatures required for a petition initiative from 4,000 to 8,000.
